The sum reportedly included ₦36.6 billion in local government allocations for January and February 2025, which had previously been withheld, and ₦246.7 billion in state and local allocations between March and June.Adeyanju noted that despite these “massive inflows,” there was little or no evidence of developmental projects executed during Ibas’s tenure, aside from what he described as “cosmetic renovation and painting of the Rivers State House of Assembly complex.”The petition further accused the former Sole Administrator of failing to publish the mandatory budget performance reports for the second quarter of 2025, raising concerns about lack of transparency.Adeyanju said:> “Aside from the cosmetic renovation of the State House of Assembly complex, no project was executed, no accounts were published, and no transparency was offered. This is a clear case that demands urgent investigation and accountability as the people of Rivers State deserve to know how their money was spent.” The petition, stamped as received by the ICPC Chairman’s office, urged the anti-graft agency to:1. Probe the financial expenditure of Vice Admiral Ibas during his tenure.2. Ascertain how the ₦283.3 billion was applied, including state and local allocations.3. Investigate any acts of misappropriation, diversion, or abuse of office that may have occurred, and hold him accountable if found culpable.Adeyanju maintained that the matter should not be overlooked, stressing the importance of accountability in governance.
