Cole expressed that the governor would likely be unable to make decisions independently, being subject to interference. He lamented the potential erosion of democratic governance, comparing Fubara’s expected return to prior “godfather‑godson” conflicts where the elected leader is constrained by external powerbrokers.

The APC chieftain also advised Fubara to negotiate with the Federal Capital Territory (FCT) Minister, Nyesom Wike, to delineate which decisions he may make in his capacity as governor, and which decisions may fall under other influence under the peace agreement they had.\r\n
