Rivers State Governor, Sir Siminalayi Fubara, on Monday, December 22, 2025 commissioned the state’s first purpose-built Permanent Secretaries’ Quarters in Elimgbu Community, Obio-Akpor Local Government Area, marking a significant milestone in civil service welfare and institutional development.
The commissioning ceremony was by the Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, and witnessed by members of the All Progressives Congress (APC) National Working Committee led by its National Secretary, Senator Ajibola Bashiru.
Governor Fubara explained that the housing scheme is designed to improve living standards, promote health, and boost productivity among senior civil servants. “Insecurity begins when individuals are uncertain of what the next hour holds. This situation is especially challenging for family men and women, affecting confidence and decision-making,” he observed.
Highlighting the prestige of the Permanent Secretary\'s role, the Governor emphasized that providing official accommodation and mobility is essential for their well-being and effective service delivery. “Meeting these fundamental needs will enable civil servants to focus fully on their duties with dedication and responsibility,” he said, adding that similar benefits would eventually extend to other staff categories.
Governor Fubara also urged residents to safeguard the facilities and directed the State Head of Service to appoint a facility manager to ensure long-term maintenance. “Providing these homes will encourage civil servants to avoid cutting corners, improve productivity, and contribute to the development of Rivers State and Nigeria at large,” he noted.
Dr. Walson-Jack lauded the initiative, describing it as a strategic investment in staff welfare and institutional continuity. She urged the beneficiaries to use the quarters as a platform for renewed professional commitment, commending the modern design and amenities. “The commissioning of these houses reflect a deliberate commitment to the dignity, welfare, and productivity of senior public servants responsible for policy coordination and service delivery,” she said.
APC National Secretary Ajibola Bashiru hailed Rivers State as the first fully APC-controlled state in the South-South and called on residents to support the party’s governance agenda, noting that state achievements mirror broader national success.
Rivers State Head of Civil Service, Dr. Inyingi Brown, described the project as historic, highlighting its conception, execution, and completion within record time under Governor Fubara’s leadership. “It marks a deliberate shift toward improving service delivery through enhanced welfare, and we reaffirm our unwavering support for His Excellency’s developmental agenda,” she stated.
The Permanent Secretary of the Ministry of Works, Dr. Austin Ezekiel-Hart, detailed that the estate comprises 29 units, including nine standalone duplexes and 20 terrace buildings. Facilities feature a water treatment plant, synchronized power generators, CCTV and alarm systems, a gym, recreational areas, and green spaces—designed to enhance comfort, performance, and productivity.
